REQUESTS FOR EXPRESSIONS OF INTEREST

The Governments of Dominica, Grenada, Saint Lucia and St. Vincent and the Grenadines have each received individual credits in the amount of 1.5 Million SDRs, equivalent to US$ 2.3 Million, from the International Development Association (IDA) for the financing of the OECS Electronic Government for Regional Integration Project (EGRIP) and intend to apply part of the proceeds for consultancy services for Research and Development of Content for the Saint Lucia Government Web Portal – “Access Government”.

The consultancy is expected to require about four (4) months and comprises the following services:

1)       Conducting a content gap analysis;

2)       Gathering of content for the development of the St. Lucian Government web Portal;

3)       Production of simple web pages demonstrating the use of the content gathered for the portal;

4)       Hosting of a training workshop with key stakeholders on completion of the project; and

5)       Developing documentation deliverables.                             

The assignment will take into account the requirement for coordination with the Ministry of the Public Service Human Resource Development and   the National ICT Office.

The Regional E-Government Unit (REGU) of the OECS Secretariat now invites eligible individual consultants to submit Expressions of Interest (EOIs) for providing the services. Interested consultants must submit updated curriculum vitae, including information on their qualifications and capability for undertaking the assignment.  Consultants are required to demonstrate similar / relevant experience, including:  system analysis and design; designing and developing portals and intranets; Design and development of normalised databases using Open Source Content Management Systems.

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, May 2004 and October 2006).

Short listed consultants will receive the detailed Terms of Reference of the assignment and will be requested to submit a financial proposal.
