The National ICT Office facilitates the application of Information and Communications Technology (ICT) in society and the economy and foster the development and growth of the local ICT industry and attract related foreign direct investment to Saint Lucia. The adoption of ICT and e-Government challenges existing rules and regulations governing service delivery. A robust governance framework is therefore required to support Government’s transformation to an integrated model, which involves implementing collaborative multi-agency projects which, in turn, will deliver significant cost savings to Government and benefits to agencies and the state of Saint Lucia.
As the agency charged with supporting the overall mission of the Ministry of the Public Service and Human Resource Development, the National ICT Office serves as the catalyst to encourage the use of ICT in order to improve the efficiency of operations in the Public Service. It will also drive the national ICT agenda and foster the development of the ICT sector as a pillar for economic growth. As such, the Unit’s mission is to: “Collaborate in the provision of enhanced access to Government services from anywhere and at any time through the use of innovative information and communication technologies and support the growth of the ICT sector by coordinating with key stakeholders in the development of secure and reliable infrastructure, policies and standards.”
As ICT continues to play an increasingly significant role at the operational level of all Government Ministries and Departments, and given the present level of adoption and use the technology, the establishment of the National ICT Office is expected to further the advancement of the public sector modernization agenda. It has become a necessity to leverage ICT as a consequence of the challenges faced by Government to become more interconnected, efficient and transparent and to focus on improved service delivery to (Government to Government; Government to Citizens; Government to Business).
The National ICT Office will also focus on the effective processing and utilization of data, information and knowledge, through the use of enabling information technologies (relational databases, local and wide area networks, the Internet, mobile devices, etc) that have the ability to integrate relations between citizens, businesses and the various arms of government.
The effective deployment and utilization of ICT will facilitate the standardization and consistency of government services, and procedures and integrate cross-departmental functions to provide a more efficient service to citizens and businesses.
